优化：为前台用户管理页面添加空状态处理功能

- 新增getEmptyTitle、getEmptyDescription等辅助函数
- 升级CoiEmpty组件配置，支持重置搜索和新增操作
- 搜索无结果时显示重置搜索按钮
- 完全无数据时显示新增用户按钮
- 提升用户体验和操作引导
