【模块依赖更新】
- heritage-modules/pom.xml: 新增heritage-portal子模块
- heritage-web/pom.xml: 新增heritage-portal模块依赖

【全局异常处理优化】
- GlobalExceptionHandler: 新增Sa-Token相关异常处理
- 新增NotLoginException处理（未登录异常）
- 新增NotPermissionException处理（无权限异常）
- 新增NotRoleException处理（无角色异常）
- 优化异常返回信息，提供更友好的错误提示
